Tables - Israel’s “Creeping Annexation” Policies
Since its inception, the West Bank settlement enterprise has involved actions by settlers – including land seizures and construction – that violate Israeli law (all settlement construction is illegal under international law). Successive Israeli governments have consistently sought to bring unauthorized outposts and illegal settlement construction into good (or more secure) standing in the eyes of Israeli law. Such efforts hit an obstacle, however, when the 2005 Sasson Report, commissioned by then-Prime Minister Ariel Sharon, concluded that "There is no way to validate the establishment of an outpost on private Palestinian property, not even post factum. Such outposts must be evacuated, the sooner the better.”

From the Clinton Parameters
The Clinton Parameters (Hebrew: מתווה קלינטון, Mitveh Clinton) were guidelines for a permanent status agreement to resolve the Israeli–Palestinian conflict. They were proposed by then-U.S. President Bill Clinton, following stagnating negotiations between Israelis and Palestinians from 19 to 23 December 2000. The Parameters were the compromises that Clinton believed to be the best possible within the margins of the positions of the two parties. The Clinton Parameters were meant to be the basis for further negotiations.

From Moratinos’ Non-Paper, Taba
January 2001, the European Special Representative to the Middle East Process Miguel Moratinos presented a document, known as "The Moratinos non-paper," describing the outcome of the Taba negotiations.[4][5] Although the paper has no official status, it has been acknowledged by the parties as being a relatively fair description of the outcome of the negotiations on the permanent status issues at Taba. It describes observed positions on the permanent status issues territory, Jerusalem, refugees and security, in order to find ways to come to joint positions. "At the same time it shows that there are serious gaps and differences between the two sides, which will have to be overcome in future negotiations." Summary of the paper:
